◆ In September 2016, the State Council issued “The Guiding Opinions on Vigorously Developing Assembly Buildings”, which raised the developing for assembly buildings to the national level, and made Beijing, Tianjin, Hebei and other three major urban agglomerations as key promotion areas.
◆ In March 2017, Ministry of Housing and Urban-Rural Development issued “The Action Plan for Assembly Buildings during the 13th Five Year Plan period”, which specifies that the proportion of assembly buildings in new buildings more than 15% before 2020, and the proportion should beyond 20% in key promotion areas.
◆ At the national two sessions in 2018, “The Government Work Report” from the State Council further stressed that we should vigorously develop steel structures and assembly buildings, strengthen the standardization construction, and improve the construction technology level and engineering quality.
Since 2016, the State Council has issued a series of policies and requirements to vigorously promote assembly buildings and related technologies.In September 2016, the State Council issued“The Guiding Opinions on Vigorously Developing Assembly Buildings”, which raised the developing for assembly buildings to the national level, and made Beijing, Tianjin, Hebei and other three major urban agglomerations as key promotion areas; In March 2017, in order to effectively implement “The Guiding Opinions on Vigorously Developing Assembly Buildings”and“The Opinions on Promoting Construction Industry Sustainable and Healthy Development”,comprehensively promoting the development of assembly buildings, Ministry of Housing and Urban-Rural Development has formulated“The Action Plan for Assembly Buildings during the 13th Five Year Plan period”and other documents; at the national two sessions in 2018, the State Council's "government work report" further stressed that we should vigorously develop steel structures and assembly buildings, accelerate the standardization construction, and improve the construction technology level and engineering quality; In July 2019, Ministry of Housing and Urban-Rural Development agreed to carry out steel structure assembly housing construction pilot projects in six provinces, including Hunan, Shandong, Sichuan, Zhejiang, Jiangxi and Henan.
In recent years, JCC has been deeply engaged in the technical research in assembly building area, and has hosted three sessions of China Engineering Days Forum. The forum has become a communication and integration platform among governments, different industries and enterprises. It is jointly sponsored by JCC, China National Building Materials Group Corporation, Architectural Society of China Modernization Construction Industry Development Committee, China Architectural Design Institute Co., Ltd., China Construction Science & Technology Co., Ltd., Sino-Ocean Group Holding Limited., Liebherr GmbH, the German Construction Industrialization Alliance (GERICON), and other units. Experts and leeders from different government departments, alliance associations, certification and testing institutions, construction and development enterprises of construction industry, universities and scientific research institutions from China, Germany, Austria and other countries attended the meeting.
◆ In 2016,“Beijing Declaration on Green and Sustainable Development of Building Materials Enterprises”was issued during the first China Engineering Days Forum;
◆ In 2017, “The vision and entrepreneurship initiative of China EU cooperative ‘one belt, one road’ develop industrialized building system” was issued during the second China Engineering Days Forum;
◆ In 2018, JCC, DGNB, Syspro and other units jointed issued C-syspro alliance during the third China Engineering Days Forum;
Entrusted by Ministry of Housing and Urban-Rural Development, takes the lead in the implementation of the subject of"Research on the mechanism and implementation path of assembly building technology transfer between China and Europe".At present, JCC is carrying out technology transfer for more than 120 foreign advanced standards, compiling the relevant standards related to assembly buildings in China, and compiling relevant standards with industry characteristics and "upgraded version" attributes in combination with the characteristics of China's construction industry.
Since 2017, the certification standard of "Building Industry Assembly Building Enterprises Quality Management System Requirements " approved by CNCA was officially launched, and the standard passed the review and examination in 2019. In the same year, the group standard "Assembly Building Enterprises Quality Management System Standard" led by China Engineering Construction Standardization Association was officially launched. The two standards mainly edited by JCC are based on the whole industrial chain of assembly building, refine the main topics of industrial enterprises for targeted improvement, promote quality management, promote the continuous improvement of quality performance and market competitiveness, and strengthen the comprehensive service ability of assembly building enterprises.
◆ High cost: assembly building projects must adopt integrated design including architecture phase, structure phase, electromechanical phase and decoration phase. Some construction units lack of communication and coordination, such as owners, design institutes, production enterprises and construction enterprises, resulting in high cost of assembly building and complex structure of parts and components.
◆ Low production efficiency: the design institute lacks of design experience of prefabricated parts and components, and the standardization and modularization are low, resulting in poor universality, high cost and low industrial production efficiency.
◆ Products quality uneven: the infrastructure, quality management system and personnel quality level of parts and components manufacturing enterprises differ greatly, and the quality cannot be guaranteed, which affects the overall quality of prefabricated buildings.
◆ Lack of special standards: there is no unified standard for the stacking, transportation and lifting works for parts and components, and quality and safety accidents occur frequently.
◆ Lack of planning and process control: there are many key processes during assembly building construction, so it is particularly important to carry out quality planning in advance. Only by strengthening the construction of quality management system of assembly construction enterprises, we can comprehensively improve the construction quality and avoid structural safety accidents.
The types of application for certification of assembly enterprises include:
On the basis of referring to the relevant international advanced standards, this standard formulates the certification requirements of the quality management system of assembly building enterprises in the construction industry, and gives the basic requirements for the quality management system of assembly building enterprises and the implementation of system management for enterprises. According to this standard, assembly building enterprises can establish, implement, maintain and continuously improve their quality management system and carry out self-evaluation. This standard can also be used as the basis for the second party audit or the third party certification.
This standard is the specific requirements for assembly building enterprises in combination with international advanced standards and GB/T 19001-2016 "Quality Management Systems Requirements". This standard adopts the quality management principles and process methods in GB/T 19001-2016 "Quality Management Systems Requirements", combines PDCA cycle and risk-based thinking method, and puts forward the quality management system requirements for assembly building enterprises. Assembly building enterprises can establish, implement, maintain and continuously improve their quality management system according to the requirements of this standard, so as to achieve the expected results.
The structure of this standard is consistent with the clause format of GB/T 19001-2016, and puts forward the characteristic requirements of quality management system of assembly building industry for relevant clauses in GB/T 19001-2016. This standard is different from the general ISO 9001:2016 and GB/T 50430 standards. It has the characteristics of assembly building industry and the integration of quality management system, which plays a positive role in promoting the development of assembly building industry.

In November 2018, during the third China Engineering Days Forum, JCC as a founding member, established the C-Syspro China High Quality Construction Industrialization Construction Technology Enterprise Alliance with China Construction Science & Technology, Beijing Yantong, Beijing Zhuzong Vanke, Housing Industrialization Group, Yun Build and Liebherr Machinery (Xuzhou) Co., Ltd. The alliance enterprises will learn the assembly building technology and standards from European SYSPRO alliance, open up the information platform system of component design and automatic production plant, improve the automation level, and promote the application of European assembly technology, standards and accessories. For the certification of assembly building parts, we can provide high-quality certification with the logo of China Construction Testing and Certification Union based on Chinese standards, and also provide European high-quality certification with HiQ logo.
For the certification of assembly parts, we need to connect with European standards, and carry out high-quality certification according to the inspection list and HiQ standard. The certificate with HiQ mark will be issued after it is qualified, and the product certificate will also has HiQ mark.
The evaluation basis for parts and components production factory is the Engineering Construction Association standard "Assembly Building Enterprises Quality Management System Standard". Score the software and hardware for the enterprise strictly, and present the star-class enterprise certificate according to the score.
The evaluation index system of production enterprises is composed of 11 kinds of indicators, including quality management system, personnel and equipment facilities, raw materials and accessories quality management, equipment management, laboratory, production management, product quality management, data management, contract management, sampling inspection, design and R & D capability.
