In June 1995, the first quality management system certification certificate was issued to the First Construction and Installation Engineering Company of China Construction Third Engineering Bureau.

On June 15, 1995, ISO 9000 forum Committee of the  former Ministry of Construction was established, and its secretariat was set up in China Construction Industry Association Quality System Certification Center.

On January 5, 1996, entrusted by the  former Ministry of Construction, the working conference on the first batch (14 companies) of the construction industry to implement the standard was held, and the second batch (50 companies) of the pilot project was deployed.
