On September 18, 2021, Tianjin Municipal Bureau of Commerce held a preparatory meeting for the 130th offline exhibition of Tianjin Canton Fair. JCC was invited to explain China's green product certification related policies and acceptance promotion measures for participating enterprises.
China's green product certification is a voluntary product certification system implemented by the state in accordance with the overall plan for the reform of ecological civilization system issued by the CPC Central Committee and the State Council and the opinions of the general office of the State Council on establishing a unified green product standard, certification and labeling system (GBF [2016] No. 86). The state will integrate environmental protection, energy conservation, water conservation, recycling, low-carbon, renewable and organic products into green products in accordance with the principles of unified catalogue, unified standards, unified evaluation and unified labeling. By 2020, a green product standard, certification and labeling system with scientific system, open integration, advanced indicators and unified authority will be preliminarily established, and laws, regulations and supporting policies will be improved, Realize the system integration goal of one class of products, one standard, one list, one certification and one identification. The product category covers all categories of the national economy, including building materials products.
In terms of the promotion and application of green product certification, the core method of the current promotion policy is to guide enterprises to produce green products from a market perspective and encourage buyers and general consumers to apply green products. The promotion policies of green products generally include: (1) the competent departments formulate financial support policies to encourage enterprises to produce green products by means of capital subsidies and deduction of business tax, and support the purchase of green products with preferential financial services; (2) Formulate green product application requirements in government invested projects, key projects, municipal public works and other projects, and drive the application of green products with government investment; (3) Form a consensus on the application of green products in public opinion publicity, promote enterprises to fulfill their social responsibilities based on energy, resource conservation and environment-friendly production, guide buyers and consumers to pay attention to the green attributes of products, and then buy green products.
