Through the three-day high-quality inspection, the production quality, process level, technical system and other comprehensive situation of domestic precast concrete parts and components are combed and demonstrated completely by Dr.- Ing. Herbert Kahmer. Then he make the following evaluation:

The assembly building parts installation node display is very good, and the passive room is also very good, which makes customers feel that industrialization is not so complicated. Compared with Germany, there is still a certain gap, Germany has extended the display node to the entire construction site;

Clear identification for precast parts, clear drawings, clear lifting points, very effective quality control method;

Document inspection, flight inspection and non conformity records are complete, authentic and effective;

Enterprise management has a complete quality management system PDCA cycle: quality planning, program implementation, monitoring and measurement, customer feedback, continuous improvement. In recent days, he has been carrying out HiQ certification factory inspection on four alliance enterprises' assembly construction factories. The average score for the four factories of this external inspection is 81.7, and all these four factories have passed the certification of C-syspro Alliance, which allow to use the C-syspro Alliance logo (i.e. HiQ logo).

On October 31, 2019, the 2019 C-Syspro China High Quality Construction Industrialization Construction Technology Enterprise Alliance Council was held at the headquarters of China Construction Science & Technology. Dr.- Ing. Herbert Kahmer Specially participated in the meeting, and reported the external quality inspection process of the alliance enterprises at the meeting. Although all the inspected enterprises have passed the inspection, the inspection results are only equivalent to the level of Europe in 2007, and the gap between us and Europe is still very large.

In order to promote the in-depth development of the quality management system certification of assembly building enterprises, JCC held a training for certification standards on October 31, and invited Dr.- Ing. Herbert Kahmer, President of SYSPRO® Alliance, Yang Sizhong, technical director of Beijing housing industrialization Group Co., Ltd., and Gao Chunfeng, chief expert of assembly building of JCC, to do the theme training.

Gao Chunfeng, chief expert of assembly building of JCC, gave a thematic training on the promotion and implementation of the certification standard of "Building Industry Assembly Building Enterprises Quality Management System Requirements ". Combining the national policy and the development prospect of the industry in recent years, this standard systematically analyzes the core advantages of assembly buildings compared with traditional construction methods, and objectively analyzes the pain points of the development of assembly buildings in China, such as high cost, low efficiency, uneven quality, lack of special standards, insufficient planning and process control, etc. Certification standards include scope, normative references, terms and definitions, organizational environment, leadership, planning, support, operation, performance evaluation, improvement, appendix, etc. It is the organic integration of quality management system and industry characteristic management and development issues. Gao Chunfeng combined years of enterprise quality management experience, combined the case and standard terms to make a detailed interpretation, so that the participants can understand the connotation of the standard more deeply. As one of the basis of quality management system certification for prefabricated construction enterprises, the scientificity and leading nature of the standards lay the foundation for high-quality certification. In the part of implementation guide of certification audit, the scope of certification and key points of quality control, construction process flow of assembly building, audit points and audit methods of each process are carried out. Combined with the requirements of the standard terms and the actual situation of the enterprise development, the assembly building knowledge, certification knowledge and quality management tools and methods are integrated as a whole. They are elaborated independently, and systematically help the participants to understand it efficiently. The effect of consistent feedback on site is very good.

Yang Sizhong, technical director of Beijing housing industrialization Group Co., Ltd., did the theme training of "Prefabricated Component Industry Status and Certification Management". From the industry development status, the main problems of prefabrication plant, the experience of foreign factories and the certification points of prefabrication factory are explained in detail. Based on the quality status of assembly building enterprises from Beijing, Tianjin and Hebei, the specific improvement measures are put forward. This training describes the methods of quality management system certification in foreign assembly building industry, and the necessity of domestic factory certification and product certification.

Dr.- Ing. Herbert Kahmer, President of SYSPRO alliance, introduced the HiQ certification situation both form China and Germany high quality alliance in detail. Compared with German enterprises, China enterprise quality management still has a lot of space for improvement:

At the same time, Dr.- Ing. Herbert Kahmer also described the structural system, production technology and application of components and fittings in Germany in detail. For example, double wall system, finished product protection, application of long plastic cushion block, automatic production, magnetic suction side mold, no hole technology for lattice girder floor slab side mold, etc. The audiences have gained knowledge and broadened their horizons.

In Europe, the product prices of enterprises in the SYSPRO Alliance for high quality concrete precast components are generally higher than the average market price.
