Research on digital transformation of Engineering Construction Enterprises -- Policy (summary)

Abstract: with the rapid development of modern technology, the world economy is transforming from industrial economy to digital economy. Now digital technology has penetrated into residents' life, enterprise management, social governance and other aspects. Especially since 2020, due to environmental changes, offline economy has encountered challenges. New business forms and new models supported by digital technologies such as cloud computing, big data, blockchain and artificial intelligence have played an important role and promoted the development of China's social economy. At present, it is imperative to accelerate the development of digital economy and carry out digital transformation. This paper combs the national and local digital transformation policies, analyzes the policy environment, and makes a preliminary discussion and summary on the digital transformation route of state-owned enterprises. The construction industry is a traditional pillar industry in China. Taking the construction industry as an example, this paper analyzes the digital transformation policies and strategies, so as to provide reference for the digital transformation of other industries.
1、 Foreword
With the rapid development and iteration of digital technologies such as cloud computing, big data, Internet of things, 5g, blockchain and artificial intelligence, information technology represented by Internet and computer has penetrated into our lives, and the economic paradigm supported by it has profoundly changed the society. A new force suddenly rises. In 2020, the novel coronavirus pneumonia is facing a strong impact on the global economy. On the other hand, the online economy is suddenly emerging, which indicates the strong vitality and broad prospects of the digital economy. The development tide of digital economy has come in an all-round way, and actively developing digital economy has become the consensus of the world. At present, more than 20 countries have issued strategies or plans to promote the development of digital economy.
China's economy is developing rapidly and plays an increasingly important role in economic and social life, which has been highly valued by the state and the central government. In October 2017, the report of the 19th CPC National Congress fully affirmed the far-reaching impact of digital economy on the optimization of economic structure when summarizing the major achievements of China's economic construction. The "digital economy" appeared in the government report for the first time. In December 2017, general secretary Xi Jinping, in the second collective learning of the Political Bureau of the CPC Central Committee, stressed: "speed up the development of digital economy, give play to the role of data base resources and innovation engine, and accelerate the formation of a digital economy guided by innovation".
China is in a historical critical period of transformation from high-speed economic growth to high-quality development. Studying the new policies and trends of China's digital economy development, combing the characteristics of various fields of digital economy, and putting forward policy suggestions to promote the development of digital economy are conducive to promoting China to quickly enter the stage of high-quality development.
2、 Research on digital transformation policy
(1) National digital transformation policy
In the era of data economy, data will become a new factor of production driving economic and social development, and the interaction and free flow of data will change the mode of value creation. In 2019, the added value of China's digital economy reached 35.8 trillion yuan, accounting for 36.2% of GDP, with a year-on-year increase of 1.4 percentage points. It can be seen from the data that the digital economy has played an important role in changing China's economic structure. The digital economy will lead a new round of economic cycle and become a new engine of economic growth and development. From the perspective of social and economic aggregate, every big leap in economic model will greatly improve human's ability to create value. Digital transformation will bring huge development space to China's economy, which is an opportunity that China must seize in a special historical period.

Countries all over the world have raised data into national strategies. At the national level, the United States, the United Kingdom, the European Union and other developed economies took the lead in formulating national big data strategies and opening up research and development of cutting-edge technologies and data sharing We will make forward-looking deployment in terms of privacy, security protection and data talent training, actively build a first mover advantage in the digital economy era, and seize the priority of a new track in the global competition of the digital economy. At the enterprise level, the world's leading multinational companies such as Google, Amazon and Siemens generally take data as the source of creating new competitive advantages of enterprises, and accelerate the research and development of data technology and industrial layout , vigorously improve enterprise data capability, continuously innovate data products and services, and actively promote enterprise digital transformation.
State owned enterprises need to give full play to the leading role of the state-owned economy and actively promote digital transformation. Digital transformation is an important engine for high-quality development of enterprises, an effective path to build new international competitive advantages, and a powerful starting point for building an innovation driven development pattern. To build a data governance system for state-owned enterprises, we should fully learn from the data governance framework proposed by organizations or institutions at home and abroad On this basis, combined with the data status and work requirements of state-owned enterprises, build a data governance system with the characteristics of state-owned enterprises and consolidate the foundation of digital transformation. The leading role of state-owned enterprises will lead the digital transformation of other enterprises and provide reference for the digital transformation of small and medium-sized enterprises. Of course, through the development of state-owned enterprises in recent years, they have achieved certain results in digital transformation. The SASAC of the State Council issued the notice on publishing typical cases of digital transformation of state-owned enterprises in 2020 in February 2021 A list of 100 typical cases of digital transformation of state-owned enterprises was published, including 30 excellent cases and 70 typical cases. These achievements actively promoted the innovative application of a new generation of information technology and accelerated the digitization of production and operation. Their hard work and efforts to cultivate new digital models and new business formats laid a good start for digital transformation.

3、 Analysis and summary of enterprise digital transformation
Based on the above understanding of policies, we analyze and summarize the digital transformation through some data:
(1) The trend of China's economic development
1. Downward trend:
After more than ten years of rapid growth in China's GDP, China's total economy has jumped to two in the world, its purchasing power ranks first in the world, and its per capita GDP has also crossed the $10000 mark. After the high speed, it is bound to slow down. The downward trend of macro economy is irreversible. "14th Five-Year" is the five most intuitive experience of slowing down. Due to the influence of COVID-19, the rate of GDP growth slowing down may be faster than expected. The growth rate of GDP will accelerate to 5% in 14th Five-Year.
2. Transformation trend:
The 14th five year plan is the most critical period for China's industrial transformation. Since China's per capita GDP reached US $10000 in 2019, US $10000 is a barrier. Brazil and Russia have fallen into the trap of "middle-income countries" in this barrier. The "14th five year plan" is the first complete five years for China's per capita GDP to reach US $10000, which is the key five years for China to pass. Therefore, during the "14th five year plan" period, China will go all out to promote the in-depth transformation and upgrading of industries and ensure the success of crossing the "middle-income trap".
3. Reform trend:
(1) During the 13th five year plan, we will continue to promote the reform of the administrative system, the reform of state-owned enterprises, the reform of the financial system and the reform of the fiscal and taxation system: in terms of administrative system reform, the government will vigorously promote the simplification of administration and decentralization, optimize services and build a service-oriented government; In the reform of state-owned enterprises, taking the development of mixed ownership economy as a breakthrough, we should carry out classified reform of state-owned enterprises, reorganize and establish state-owned capital investment companies and operating companies, promote the transformation of regulatory functions, and promote the reform of mixed ownership; In terms of financial system reform, vigorously promote inclusive finance, financial poverty alleviation, green finance, science and technology finance, small and micro finance, etc; In terms of fiscal and tax reform, certain achievements have been made in optimizing the structure of fiscal expenditure, establishing a local government debt management system, deepening the reform of the tax system, the reform of the division of central and local income, and the policy of tax reduction and fee reduction.
(2) The economic system reform in the 14th five year plan is still an important trend: the reform ideas of state-owned enterprises have changed from equity reform to governance reform. In July 2019, Shenzhen, Shanghai and Shenyang began to pilot comprehensive reform, which includes a series of measures such as equity reform, governance mechanism reform and market operation mechanism reform. During the 14th Five Year Plan period, the comprehensive reform of state-owned enterprises will be further accelerated; In the financial system reform, the trend of the 14th five year plan is to further promote financial opening, strengthen the construction of the basic system of the capital market, improve the multi-level capital market system, comprehensively build the science and innovation board, implement the registration system, and constantly improve the proportion of direct financing.
(2) Factors driving digital transformation
1. Political factors:
(1) Pay attention to the major strategic deployment, development orientation and core problem-solving of the CPC Central Committee and the State Council, put enterprises in the fields of promoting national economic development, industrial transformation, ecological protection and people's livelihood projects in combination with enterprise business, and pay more attention to corporate social value and social responsibility, which is the premise of enterprise development.
(2) Paying attention to international political issues, the world is in a great change that has not been seen in a century. Global governance, global rules, financial system, trade system, religious issues, social issues and resource issues are facing important changes. Global risks are increasing, social contradictions are deepening, and the contradictions of aging, race and ethnicity and populism are beginning to be exposed. Technological change will accelerate global industrial replacement and economic geography remodeling, and the frequency of disruptive technologies and their innovations will increase.
2. Demographic factors:
In 2019, China's new born population fell to 14.65 million, the lowest since the reform and opening up, and the annual birth rate fell to the lowest since 1952. In 2019, China's population aged 60 and above reached 254 million, and the population aged 65 and above accounted for 12.6% of the total population, approaching the stage of deep population aging. During the 14th Five Year Plan period, the "demographic dividend" further subsided, and enterprises should increase investment in talent training, talent incentive, employment model, business model innovation and technological innovation.
3. Cost factors:
The core and important topic of the "14th five year plan" of enterprises is to reduce hidden costs through changes in their own management, technology and mode. During the "14th five year plan" period, the problem of enterprise operation cost became more prominent, the cost of raw materials, labor cost, land cost, energy and environmental protection cost continued to rise, and traditional enterprises were facing greater survival pressure.
(3) Areas of concern for digital transformation
1. Digital Engineering
Digital economy has become the driving force of global development. With the digital transformation of Chinese enterprises, the digital engineering projects of construction enterprises are increasing. Various fields of digital engineering, such as BIM Technology, engineering Internet of things, green energy conservation, data security, urban data services, digital city archives, healthy environment, smart home, spatial navigation, etc.
2. Intelligent Manufacturing:
Artificial intelligence is a basic technology with "head goose" effect. It has fast technological breakthrough and strong driving effect. It is going out of the laboratory and into the real world, which has a far-reaching impact on human production and life. The scale of China's artificial intelligence and high-end equipment manufacturing industry is close to 4 trillion yuan. In the next 5-10 years, with the continuous expansion of the application of artificial intelligence in the fields of smart home, smart car, smart agriculture, intelligent security, smart health, intelligent robot and intelligent wearable devices, China's artificial intelligence and high-end equipment manufacturing industry is expected to maintain an average annual growth of more than 10%. By the end of the 14th five year plan, the industrial scale is expected to exceed 7 trillion-8 trillion yuan, It accounts for about 3% of GDP.
3. Green low carbon:
Green economy mainly includes "nine industrial forms" of new energy, energy conservation and environmental protection, new energy vehicles, green buildings, green logistics, green low-carbon third-party services, green finance, urban vein and forest health. On March 11, 2018, the Third Plenary Session of the first session of the 13th National People's Congress voted and adopted the amendment to the constitution of the people's Republic of China, and "ecological civilization" was written into the constitution. "Green water and green mountains are golden mountains and silver mountains" has become the consensus of the whole people. China's green economy is expected to develop continuously and rapidly. China's green economy is developing rapidly, with an overall scale of about 6 trillion yuan in 2018. According to the average annual growth rate of 10%, the total output value of green economy is expected to exceed 12 trillion yuan by 2025, accounting for more than 3% of GDP.

It will undertake carbon dioxide emissions to reach its peak by 2030, and strive to achieve carbon neutralization by 2060.

The pace of life and work is accelerating, and the speed of selecting products and services is faster and faster. At the same time, with the increasing maturity of technology, it is difficult for many industries to win competition through the products themselves. Therefore, brand transformation is an inevitable work for many enterprises. Through enterprise branding, product branding, service branding, technology branding and talent branding, we can promote customers' rapid decision-making and improve enterprise recognition.
3. Personalized Transformation:

In the future, whether it is personal consumption or enterprise consumption, the demand for personalization and customization will be higher and higher, and the traditional single standardized and planned mass production products will be more and more difficult to meet the needs of customers. Modularization is required in product technical scheme, process scheme, color, shape, service process, etc., so as to meet the rapid assembly and integration under personalized needs.

(5) Summary of enterprise digital transformation
According to statistics, more than 75% of the businesses of most Chinese enterprises are digital, or are on the way to digital transformation. However, the strategies and paths of digital transformation in different industries are different. From national policies to the formulation and release of industry implementation plans, it has defined the direction for enterprises to carry out digital transformation. The construction industry is one of the pillar industries of China's economic development. The introduction of various policies has brought new opportunities and challenges to the digital transformation of construction enterprises. Taking the construction industry as an example, the following summarizes and analyzes the digital transformation policies and successful practical experience in this field, which can provide reference for the digital transformation of other industries.
1. Policies for digital transformation of construction industry

In April 2020, the national development and Reform Commission defined the scope of "new infrastructure" for the first time. In June of the same year, Beijing took "new infrastructure" as a major task to promote the development of digital economy. "New infrastructure" mainly focuses on the new infrastructure represented by 5g, artificial intelligence, Internet of things and industrial Internet at the technical level, which is essentially the infrastructure of information digitization. "New infrastructure" includes 7 fields: 5g base station, UHV, new energy vehicle charging pile, traditional high-speed rail and intercity rail transit, big data center, artificial intelligence and industrial Internet. These 7 fields involve many industrial chains, including construction engineering, as shown in the table below.

The Research Institute of Bank of China estimates that the total investment in the seven key areas of "new infrastructure" in 2020 will be about 1.2 trillion yuan. The construction of new infrastructure in these seven areas is at the forefront of the industry and has a long-term driving effect on new economic growth. It can be seen that to vigorously develop the digital economy, we need to increase the construction of new infrastructure. As one of the new infrastructure construction, industrial Internet can effectively drive the upstream and downstream of the industrial chain and build a comprehensive and brand-new industrial ecology through the deep integration of advanced information and communication technology and industrial economy.
Subsequently, in July 2020, 13 departments including the Ministry of housing and urban rural development, the national development and Reform Commission and the Ministry of science and technology jointly issued the guiding opinions on promoting the coordinated development of intelligent construction and building industrialization. The construction industry is an important pillar industry of China's national economy. In recent years, China's construction industry has developed continuously and rapidly, the industrial scale has been expanding, and the construction capacity has been strengthened. In 2020, the total output value of China's construction industry was 26.3947 trillion yuan, and the added value of the construction industry was 7299.6 billion yuan, an increase of 3.5% over the previous year, which strongly supported the sustained and healthy development of the national economy. In order to accelerate the industrialization, digitization and intelligent upgrading of construction, further improve the development quality and efficiency of the construction industry, accelerate the transformation of the construction industry and promote high-quality development. In response to the promotion of digital development of construction industry in the "14th five year plan", provinces and cities have issued relevant policy documents.
