2018年1月1日，中建协认证中心（JCC）、美国伯克利分析实验室（BkA）和北京国检信泰检测认证有限公司（NSTIC）正式达成战略合作伙伴关系，在中国推进低化学挥发材料的检测认证业务，开展环境测试实验室合作共建项目，共同促进和支持以健康性能为驱动的国际绿色建筑的创新发展。
美国伯克利分析实验室是美国加州的一家独立实验室和测试机构，它使用 CDPH/EHLB/标准方法v1.2, 2017用于测试和评估室内建筑材料和产品的 VOC 释放量, 以符合 LEED v4中低化学挥发材料的要求以及WELL健康建筑认证标准对低VOC挥发材料和室内空气质量的要求。CDPH 标准方法是北美领先的 VOC 挥发测试和评价标准，由美国加州公共卫生政府部门开发制订，旨在保护人民的健康和福利。美国伯克利分析实验室的董事也是此标准的利益相关方审阅人，在测试方案、标准编写和数百种材料的分析结果等方面共享了他们的专家经验，并在CDPH标准的发展过程中发挥了重要作用。
“要想在中国实现绿色建筑向健康建筑的转型，就需要完善并升级国内绿色建材的检测和认证标准”，中建协认证中心董事长王海山表示，“健康建筑和建材的价值链重构也需要用到国家质量技术基础NQI的方法论，这是推动中国产品和服务质量提高及产业升级的重要推手。”

“CDPH V1.1标准方法被市场领先的绿色建筑标准LEED、健康建筑标准WELL等广泛引用，还作为低VOC产品认证项目引用, 如SCS Global Service的FloorScore和Indoor Advantage Gold。该标准最近更新到了V1.2, 参考了新的慢性吸入浓度限值(CRELs) 并执行了更严格的可挥发性苯的接受限值。” 美国伯克利分析实验室的联合创始人和运营总监 Raja Tannous说，“我们很高兴看到中国业已成为世界绿色建筑的领跑者，并致力于开发以下一代健康性能为导向的建筑设计、建造和运营标准，我们愿意和本地合作伙伴一起探讨合作、共谋发展。”

January 1st , 2018 - Beijing Zhong Jian Xie Certification Center Co., Ltd. (JCC), Berkeley Analytical (BkA) and Beijing National Symbiotic Testing Inspection & Certification Co., Ltd. (NSTIC) officially entered a strategic partnership to promote testing and certification of low-emitting materials in China, to develop environmental testing laboratories, and jointly promote and support the health based performance of green buildings internationally.
BkA, an independent and established testing laboratory in California USA, employs the CDPH / EHLB / Standard Method v1.2, 2017 to test and evaluate VOC emissions from building interior materials & products, so as to meet the requirements of low-emitting materials for LEED v.4, and WELL healthy building standard for low VOC emissions materials and indoor air quality. The CDPH standard method is the leading North American standard for VOC emissions testing and evaluation was developed by the California Department of Public Health (CDPH) to protect the health and well-being of people. BkA’ directors are stakeholder reviewers and played an important role in the development of the CDPH standard sharing their expertise in testing protocols, standard writing, and analytical results for hundreds of materials.
"Testing and certification standards for China green building materials must be improved and upgraded to achieve the transformation of green buildings into healthy buildings in China." said Wang Haishan, chairman of JCC. "Reconstruction of the value chain of healthy buildings and building materials also requires using a methodology of the National Quality Infrastructure (NQI), which is an important driving force for improving the quality of Chinese products and services and for industrial upgrading."
“The CDPH standard method is widely cited by leading Green and Healthy Building Standards like LEED and WELL. It supports low VOC product certification programs such as FloorScore and Indoor Advantage Gold by SCS Global Services. The CDPH V1.1 standard method was recently updated to the CDPH V1.2, which adopts new chronic inhalation reference exposure limits (CRELs) to set allowable chemical emissions limits and reduces benzene’s acceptance criteria." said Raja Tannous, co-founder and operation director of BkA. "We are very glad to see that China is committed to becoming the world leader in specifying green buildings, and developing the next generation of health-based performance architectural design, construction and operation. We will jointly explore further developments with local partners as well. "

Beijing Zhong Jian Xie Certification Center Co., Ltd. (JCC) was founded in 1994. It is a certification authority that was initiated by the Ministry of Construction and CCIA, approved by the CNCA and accredited by CNAS. JCC is the executive director unit of CCAA and is one of the Second Party Audit agency designated by MOFCOM that provides Second Party Audit for the Chinese government's foreign aid project. Under the guidance of MOHURD and the support of CNCA, JCC launched the China Construction Inspection Testing and Certification Union in December 2015 as a founding member. JCC received the High-Tech enterprise certificate in December 2016.
